GHFP is seeking a Technical Advisor III: Senior HIV/AIDS Technical Advisor (GHFP-08-088) in Kyiv. The Global Health Fellows Program (GHFP) is a five year cooperative agreement implemented and managed by the Public Health Institute (PHI) in partnership with the Harvard School of Public Health, Management Systems International, Tulane University School of Public Health and Tropical Medicine. GHFP is supported by the US Agency for International Development (USAID).

The goal of GHFP is to improve the effectiveness of USAID Population, Health and Nutrition programs by developing and increasing capacity of health professionals in Washington, DC and overseas. This is accomplished through the recruitment, placement and support of junior, mid and senior level health professionals; a diversity initiative focused on providing internship and mentoring opportunities in international public health to underrepresented communities; and professional and organizational development activities to bolster USAID’s ability to maximize results and strengthen its leadership role in global health. As a core member of the Office of Health and Social Transition (OHST) team of USAID/Ukraine, the Senior HIV/AIDS Technical Advisor will serve as an expert resource on HIV/AIDS and related TB/HIV/AIDS co-infection technical and clinical issues and bring his/her specialized skills and experience to the successful implementation of the United States Government’s (USG’s) assistance in HIV/AIDS and related TB programs to the Government of Ukraine. S/he will perform a full range of consultative/ advisory, planning, management, financial management and reporting, and monitoring and evaluation functions. The Advisor will have broad-based responsibilities in the design, implementation and evaluation of HIV/AIDS and related TB activities within the health portfolio.

S/he will play a key role in assisting in development and coordination of: 1) the overall President’s Emergency Plan for AIDS Relief (PEPFAR) program and budget; and 2) related activities in TB/HIV/AIDS co-infection. The Advisor will collaborate closely with other OHST staff and liaise with USG, Government of Ukraine, donor and implementing partner contacts. The Advisor will provide technical and management leadership on HIV/AIDS and related TB/HIV/AIDS co-infection issues among development partners, the Government of Ukraine, the private sector and international technical organizations and collaborating partners. The Advisor will utilize best practices to scale up HIV/AIDS services to most at risk populations (MARPs) with attention to gender equity and to incorporate state of the art approaches to reduce stigma and discrimination into programming. S/he will provide technical leadership in the area of effective interventions, including substitution maintenance treatment, targeting Ukraine’s largest group of MARPs – injecting drug users and their partners – as well as effective prevention interventions with other MARP groups. The Senior HIV/AIDS Technical Advisor will receive programmatic guidance from the Director of OHST. S/he will regularly consult and coordinate with OHST team members in providing technical assistance and support to USAID-financed activities and implementing partners in HIV/AIDS prevention and TB/HIV/AIDS co-infection control.

ROLES AND RESPONSIBILITIES:  

The Senior HIV/AIDS Technical Advisor will: A. Provide overall programmatic and technical leadership and support to the USAID Mission on HIV/AIDS and TB/HIV/AIDS co-infection control activities/ programs (40%): Provide technical, strategic, and programming support on HIV/AIDS and TB, including assisting with the preparation and/or review of strategies and program plans and assisting OHST to incorporate evidence-based best practices and sustainable state of the art development approaches into Mission HIV/AIDS and related TB/HIV strategies, plans and interventions. Provide technical leadership on HIV/AIDS prevention and care and support activities with MARPs in concentrated epidemics, particularly on interventions with injecting drug users, including substitution maintenance treatment. Provide technical leadership on TB/HIV/AIDS co-infection control activities. Assist HIV/AIDS staff to strengthen the coordination and leveraging of HIV/AIDS and TB/HIV funds with non-USAID partners. Stay abreast of current technical and clinical trends and international developments in HIV/AIDS and TB. Mentor FSN program managers on HIV/AIDS and TB/HIV co-infection state of the art technical and clinical issues.

B. Provide management and technical support to HIV/AIDS and related TB/HIV/AIDS programs and coordinate with HIV/AIDS and, as appropriate, TB partner organizations on technical focus areas (30%): Serve as activity manager/ technical advisor for one or more HIV/AIDS activities; oversee planning and implementation of activities to ensure achievement of expected results; provide technical guidance to implementing partners; and oversee implementation progress. Participate in ongoing planning, management, and reporting on program activities, including preparation of: (a) HIV/AIDS mini-country operations plans and HIV/AIDS Annual Program Reports; (b) any plans and reports required for TB/HIV funding; (c) ongoing portfolio review documents and reports, and (d) Mission and Bureau documents such as annual reports and operational plans. Respond to other tasks or requests for information from the Mission or USAID/ Washington. Lead the design of new HIV/AIDS activities, ensuring consistency with USG policy requirements and current USG strategic directions and best practices in HIV/AIDS. Collaborate closely with USG program managers of HIV/AIDS and TB program, as well as the Senior TB Technical Advisor. Provide ongoing technical assistance, training and consultation support to USG activity managers and implementing partners on the development and implementation of HIV/AIDS and TB/HIV/AIDS activities as well as the application of new data and research findings to program activities. Assist in preparing technical and programmatic documentation on USAID assistance in HIV/AIDS and TB/HIV/AIDS for a variety of audiences. Participate on behalf of USAID/ Ukraine OHST at technical, policy and strategic meetings as directed.

C. Support program monitoring and evaluation of HIV/AIDS and related TB/HIV/AIDS co-infection activities (30%): Contribute to developing, managing and reporting on OHST HIV/AIDS and TB/HIV/AIDS program Performance Monitoring Plans. Provide leadership in developing improved approaches to monitoring and evaluating HIV/AIDS and related TB/HIV/AIDS co-infection activities. Ensure that implementing partner performance monitoring systems are operating effectively; that reliable indicators are defined, collected, and analyzed routinely; and that the systems comply with USAID, PEPFAR and TB/HIV program monitoring and reporting responsibilities and regulations. Maintain specific and in-depth knowledge of applicable USG laws and legislative directives as well as regulations, particularly regarding the allowable use of HIV/AIDS funds in the spectrum of prevention programming. Conduct regular site visits to monitor progress. Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or (b) the Technical Advisor’s own interests.

REQUIREMENTS: Master’s degree in public health, nursing, medicine, health sciences or other related discipline (e.g., clinical, biomedical or public health; epidemiology) with applicability to international HIV/AIDS and related TB programs. Experience as a physician working with high risk populations on HIV highly desirable. Ten years progressively responsible experience in HIV/AIDS and related TB control programs in US programs dealing with patients from multiple countries or international public health, with at least three to five years experience working in technical leadership oversight, design and implementation of HIV/AIDS programs. Direct experience in working with most at risk clients and/or medically-assisted treatment highly desirable. At least three to five years experience in international and/or resource challenged settings. Experience in Eastern Europe or in countries with similar HIV/AIDS and TB epidemiological profiles desirable. Experience with key US domestic or international HIV/AIDS initiatives and organizations.

Knowledge of and experience working with USAID or other government donor administrative and programming desirable. Demonstrated technical leadership, program management, strategic planning, and policy experience working on complex projects. Skilled in conceptualizing strategies, programs, and plans and overseeing their management and implementation. Demonstrated experience in working on HIV prevention and/or treatment activities with MARPs, targeting injecting drug users, and substitution treatment maintenance programs. Demonstrated flexibility and openness in responding to changing work priorities and environment. Strong interpersonal, oral and written communication skills with proven ability in mentoring local staff in a developing country. Presentation and advocacy skills in interacting with senior public sector host country officials, other USG agencies, donors and implementing partners. Ability to communicate technical and policy issues clearly and effectively, verbally and in writing, to build consensus. Ability to work effectively in a team environment. Experienced in building partnerships with other donor agencies, private sector and multilateral agencies to enhance USG and collaborating partner program synergies. Ukrainian or Russian language skills an advantage. US citizenship or US Permanent Residency required. Ability to obtain and maintain medical clearance to live and work in Ukraine.

PURPOSE
